and if so whether he gives a sufficient reason for such

In reply, therefore, to the letter from the
U.S. Consul addressed to the Captain Supt. of Police dated
February 21st.,1898, the latter should inform the Consul
that the man will be arrested and brought before the Magis-
trate to be dealt with in pursuance of the Ordinance I have
mentioned.
