By Inspector Quincey:-I have often been sent

out to enquire about gambling. It is generally Stanton who

sends out to make enquiries when anonymous letters are re-

ceived about gambling. I used to report to Stanton and not

to you.

Since Stanton has been in charge of the De-

tective Staff, reports were made by the detectives to Tang

Chung. In Police Court cases I reported direct to Stanton. It

was the fact that we used to report to Stanton first & not

to you. I did not report these 2 gambling houses because I

was afraid to report such cases. If I had reported such case

I was afraid of being sent back to regular duty.

Hau Hang,P.C.157,states:-1 returned yester-

day from England. Before I went to England I was on the De-

tective Staff for 4 years. I left for England on the 1st.May.

Before I left for England I knew of a gambling house in Wa

Lane and of another in Cheung Hing Street. They were large

Fantan gambling houses. I know that they were both open off

& on since the Great Plague time. The two houses were en-

abled to keep open so long because they had probably given

bribes. If they had not given bribes it would have been in-

possible for them to have been kept open. I have heard that

the entire Detective Staff both European and Chinese re-

ceived bribes. I know as a matter of fact that all the Chi-

nese
