Inspector Willian Quincey charged with gross ne-
glect of duty in not discovering and in not reporting a
Gambling House at No.2 Wa Lane.

Sam Yin states:- Before I was admitted to
Victoria Gaol I was engaged in keeping a gambling house. The
gambling house I kept was at Wa Lane, Taipingshan. The number
of the house was No.2. Sometimes the gambling was moved to
No.5 Wa Lane, and sometimes it was carried on at No.2 Ng
Kwai Fong. I had been keeping the gambling house in question
for about 5 years. It was not open the whole of the time. It
was closed at intervals and opened again.
It was not closed from the 1st.of the Chi-
nese New Year up to the 19th.of the 5th. Moon (the 18th, of
June).
It was closed on the 18th, of June because
Stanton sent word to stop the gambling. He sent Kwai Tau Hoi
to tell Lam Chi. Lam Chi was the master of Cheung Hing
Street gambling house. He also had a share in the Wa Lane
House with which I was connected.La Chi came and told me
to stop gambling.
Gambling commenced at No. 2 Wa Lane at 6 a..
and was continued to midnight. I had over 50 employees. The
gambling house was conducted on a large scale.
