delay thinking you would like an early reply but I shall be happy, if you wish, to discuss the matter further with you after the Indian drugging case in which I am engaged on Monday is concluded.

P. S. I notice that in Wheaton's Internation-
al Law 8th. Edition 152 there is a note to this effect "A
Statute of the United States of 1860, gives efficacy to mar- riages before American Consuls as if celebrated at home".
This I presume applies to American Citizens only.
