Report by the Principal Civil Medical Officer.
Hon. Colonial Secretary.
The measures of precaution which have been
adopted in Hong-Kong against arrivals from India or other
places where plague exists are as follows:-
1. With reference to India.
The Authorities at Singapore invariably ac-
quaint this Government by cable of any infected steamer
which has left that port for Hong-Kong. The Harbour Master
is then informed of this telegraphic news by the Colonial
Secretary and is instructed through his boarding officer to
compel such steamer on arrival to proceed to the quarantine
anchorage. The Principal Civil Medical Officer is likewise
informed of this by the Colonial Secretary and he instructs
the Health Officer of the Port accordingly, the Health of-
ficer communicating with the Captain Supt. of Police who
instructs the Water Police to direct the steamer to proceed
to Quarantine Anchorage on entering the Harbour. The steamer
is then inspected by the Health Officer of the Port who (1)
Inspects the ship (2) All persons suffering from plague are
by his order removed to the Isolation Hospital. (3) Any sus-
pected cases are isolated on board under his orders. (4)
