The sewerage of Victoria will be an annual charge as

long as the city continues to spread, I think the expenditure after

1898 might go against revenue, as well as further expenditure on

waterworks and drainage, especially as the revenue from water will

continue to increase, and can with the approval of the Legislative

Council be set aside for this special purpose.
