2. The staff I mention for the Waterworks
and Drainage is just barely sufficient and it is evident
that work of this description cannot diminish,but will in-
crease as the city and population grow.
3. The same remarks apply to the staff required
for the due supervision of Annually Recurrent Works.
4. For Public Works Extraordinary I put down
only three Overseers on the staff. At the rate at which such
works are now proceeding, we will require a larger staff, but
their salaries can be met by special votes, or in some cases
an item may be provided in the Estimates for works "for su-
pervision" to cover the cost of overseerage,
5. There seems a want of classification in
present list, and I would suggest bringing in, as it becomes
possible, a system of classification according to salary.
6. The highest salary at present drawn is
$1,560. per annum and this appointment is held, not by one of
the permanent staff, but by an overseer on a three years' en-
gagement.
7.I would suggest aiviaing the staff of over-
