conduct it would I submit be absurd to say that a member of the
Police Force should not be suspended from duty by the Captain Super- -intendent pending an inquiry into his honesty.

In paragraph 21 of Quincey's petition he says"undoubt
also there had been bribe giving, and to Police and District Watchmen amongst others". His own son was one of those who received
bribes from this house and Quincey in giving his theory as to how the house got to be broken up suggests that "a large proportion
of the proceeds supposed to be spent in bribing the Police were
divided between a section of the employers" but does not point to
any evidence whatever in support of his suggestion.
In conclusion I would only add that the production of
false declarations from Yeung Fat, Tang Chung and 0 Mi Cheung, who
were the principal collectors for the Police of the bribes from the
gambling house does not in my opinion tell in favour of the petition-
-ners. as the latter cannot themselves believe in the truth of the
statements contained in the declarations.
