I have considered the petitions of William
Stanton and Williss Quincey lately Inspectors in the Hongkong Police Force and I have had forwarded to me the draft report of the Captain Superintendent of Police on Stanton's petition. I do
not think it necessary that I should criticize the petitions
paragraph by paragraph.
As Mr. May says, the Petitioners were
engaged when Ordinance of 1869 as to Police pensions was in
force and Ordinance 14 of 1887 now contains the conditions upon
which such pensions may be granted. The latter Ordinance provides
for the revocation of such pensions if, after they have been
granted, the persons in receipt of them are shewn to have been
guilty of corrupt practices. With reference to Mr. May's draft
report, I may further say that I fully concur in the conclusion
arrived at by him that Stanton deserved a severer punishment
than his subordinates and I believe that neither Baker nor
Witchell would have succumbed to temptation had it not been for
the example set by their superior officer.
