agreed with me, that it was admissible.

Paragraph 22. I annex a copy of the Order

which I issued in May 1893 regarding the re-distribution of

the work of suppressing gambling.

That Ord distinctly states that Inspector Stanton was to assist the 4 Section Inspectors in suppress- ing gambling.

I have referred to the next part of this pa-

ragraph in my comments on paragraph 24.

With regard to the latter portion of the pa- ragraph I have to remark that as a matter of fact Inspect- ors do obtain information of gambling houses from informers and when they have obtained warrants do send spies into gam - bling houses to obtain evidence.

As for there being no evidence, beyond the presence of his number on Shan Yin's list, on the 13th.of July of neglect on the part of the Petitioner, I have to remark that the trial of Sham In had prior to that date fur- nished abundant evidence of the neglect that must have ob- tained to render possible the existence for so long of a gambling house on the scale of that in Wa Lane.

Petitioner has correctly stated in paragraph 13 the reason that I gave him for his suspension on the 13th.of July.
