the subject, and only succeeded in eliciting answers extreme - ly damaging to himself as you will see by reference to the notes of evidence.
On the other hand I think the following points are worth noticing as shewing the genuineness of the list, and the truth of Sham In's statements in regard to it:-
(a) The insertion in the list of the names of
the intermediaries through whom the bribes were paid, and the fact that on enquiry these intermediaries were either found or only escaped being found by leaving the Colony. In three instances those that were found admitted, when questioned separately, that they had not only paid bribes but the exact
amount of the bribes appearing in the list as payable by
them to particular persons named in the list, which they
were not shewn and had never seen.
I would quote the instances of Cheng On and
Tang Kam who appeared on the list as the intermediaries
through whom Witchell was bribed and who gave evidence on
which Witchell was convicted; and of Wan Sing who appeared
on the list as the intermediary through various afficers
in the Registrar General's Department were bribed and who
gave evidence against Osmund, who has been dismissed the
Service.
