I said, "I do not know anything about it,” He said "If you will not tell me, I will write to the Kowloon Mandarin and request him not to allow you to reside here.” I said "I do not know, how can I tell ?" He said, "Think the moatter over, I will come to see you again." I replied, "If it is about gambling matters you need not come, I know nothing about it." He said,

«You are a Chinamun and they are foreign devils. Why is it you protect them? You are truly a fool." He then left, and I left Sham Shui Po the next day.

SCHEDULE No. 3D

ORDINANCE No. 14, or 1887.

(Amended by Sec. 1. of Ordinance 20 of 1890).

(O MI-CHEUNG)

Section 2. --In this Ordinance the expression subordinate officer shall mean every member of the Police force above the rank of Constable except the Captain Superintendent and clerks, and the word pension shall include any allowance in the nature of a pension or any gratuity on retirement.

Section 22.--Whenever any subordinate officer or constable shall be guilty of any neglect or violation of duty in his office or shall neglect or refuse to obey or exceute any warrant lawfully directed to be by him executed, or shall be guilty of any disobedience to any rule or regulation made under section 19, or of any other misconduct as an officer or constable, or who having duly engaged and bound himself to serve in the Police force shall desert therefrom, or who being permitted to resign shall not upon ceasing to belong to the force deliver up all arms, accoutrements and appointments whatsoever entrusted to him for the performance of his duty, he shall, upon conviction thereof before a Magistrate, in a summary manner, forkvi and pay a sum not exceeding two hundred dollars, and in default of payment thereof, be imprisoned with or without hard labour, for any term not exceeding six months; and every offender shall forfeit all pay during his imprisonment.

Section 23.--The Captain Superintendent or the Deputy Superintendent shall, in cases of discipline or neglect of duty by any Constable upon proof thereof to his satisfaction, have power to order the oilender to forfeit and pay a sum not exceeding twenty-five dollars, of award imprisonment for any term not exceeding seven days with forfeiture of pay; or, in his discretion, the Captain Superintendent or the Deputy Superintendent may bring the offender before a Magistrate who shall have power to award imprisonment for any terin not excording fourteen days with or without hard labour together with forfeiture of all pay during such imprisonment. All sums forfeited under this section (other than forfeiture of pay) shall be paid into the Colonial Treasury as the Captain Superintendent shall direct, and shall be applied to such purposes in connection with the Police force as the Governor may from time to time direct either by a general instruction or by a special order in any particular case.

Section 24.-The Governor shall have power upon the representation of the Captain Superintendent to dismiss any subordinate officer or constable for misconduct or neglect of duty, or to approve of the reduction of any sergeant or constable to a lower grade or class in the force.

SCHEDULE No. 4.

POLICE PENSION REGULATIONS.

Rule 5.-Subject to the exceptions and provisions hereinafter contained, a pension will be granted to any Subordinate Officer or Constable of the Police Force who joined previous to the 13th September, 1884 (excepting those who have joined under or have accepted an agreement to serve fifteen years before becoming entitled to a pension), who has served ten years, at the rate of 15/60th of the annual pay of his rank, provided he shall have been in receipt of the same for the last three years; otherwise, the pension shall be calculated upon the average amount of pay received by such person during the three years next preceding the commencement of such Pension. Further, for every full and complete year's service after ten years, an addition to the Aunual Pension of 1/60th part of the average annual pay of his rank, shall be made for each additional year of such service.

9.--Full Pensions or Gratuities will be granted only on the Applicant's conduct having been uniformly good.

10.-Should the Applicant's conduct not have beeu uniformly good, a modified Pension for Gratuity will be granted, should his conduct have been decidedly bad, no Pension or

Gratuity will be paid.

SCHEDULE No. 5.

POLICE REGULATIONS.

PUBLIC GAMBLING.

1.--Inspectors are to report to the Captain Superintendent of Police, if they have reason to suspect the existence of a public gambling or gaming house, but they are on no account themselves, without the instructions of a Superior Officer, to go in or to send any one else for the purpose of obtaining proof.

2.--The detection and suppresssion of gambling are to be entrusted to the Inspectors of Police, each in his District. In the Central District cach Inspector attached thereto will be entrusted with such duty in respect of a particular section of each District to be defined by the Captain Superintendent of Police.

(4)--The Inspectors of Police are to make use of all the means at their disposal for the purpose of getting information of the existence of gambling houses, of collecting evidence, and of obtaining convictions.

().—They are to take special care, each on his own individual responsibility, in preparing their cases and collecting and putting before the Magistrate all available ovidence.

().--No proceedings against gambling houses should be instituted except on the personal responsibility of the Inspector, or other Officer of Police acting for the Inspector, in charge of the District in which the alleged gambling takes place.

(d)--No warrant for entering a gambling house should be applied for except by an Inspector, or other Oificer of Police acting for the Inspector, in charge of the District in which the alleged gambling takes place.

(e)---All applications for warrants should be countersigned by the Captain Superin-

tendent of Police.
