23.-Your Petitioner knows it may be said, "but you are a Chiucse yourself," and he fears that to many that fact is almost a sufficient argument, but it is one which is neither just to him, nor to his bringing up, which was English, nor to the Government which for many years has employed him in a situation of trust.

24. If, Sir, you think a trial is necessary, your Petitioner humbly prays for a new and fair one. Otherwise, he begs that you will reinstate him and allow him to resign, which he is willing to do, and take his pension. If, however, in the exigencies of tho present emergency in China your Petitioner's abilities and experience would be of use to the Government, he is ready to serve.
