The man can see well with his right eye but the

left is useless for ordinary purposes.

If the right eye was injured

e.g. in a street

row the man would be helpless, at any rate as regards his vision.

An operation could be performed but it is doubtful whether he would benefit much. He is suferring from, a conical

cornea and advanced myopia.

I advise that the matter be referred to the Govern-

-ment. It is evident that his eyes were not examined at home

he

states himself that they were not.
