I read clause 2 of the agreement
Gr
giving
Salary" watching pay during his leave of absence, which
is defined
to 30th Sep 1897 by clause 1,
and I read it into
as from 27 Apr 1897 at the rate of 4/- per dollar
in respect of salary to Govt. Given him any advance must be repayable at 4/= the dollar.
Clause 4 seems to be in clause 2
to me to be inconsistent,
that the provisions are special & exceptional, and I think agreement of Govt. entered into by the Govt
should not set a precedent for advances to subordinates.

I have no information as to whether
he has spent a passage
in 1897 or
1899.
for him an advance of £30,
proposed, repayable at 4/-
per dollar.
