I received your letter with forms.
I beg respectfully to inform you that my pension was under consideration by the Committee of gentlemen since my discharge from Hong Kong Prisons in October last. When I left Hong Kong, I was given to understand by my Superintendent that I should receive my pension as soon as I arrived in London.
I beg to remind you that I am an utter stranger in London, with a wife and family, and the delay in receiving my pension has put me in a difficult position. My prospective debtors look upon my pension as security for any advance, and I find it hard to obtain employment.
