Having been informed by the Inspectors that several members of the Hong Kong Police Force have been dismissed for breach of Police discipline, including the two Selective Inspectors, Messrs Stanton and Buincey, and as it will be difficult to replace these valuable officers, I most respectfully beg to offer myself as a Candidate for the position of Chief Selective Inspector, if your Lordship will put me on an equal footing to that of the Chief Inspector now in Hong Kong as regards Rank, pay, Emoluments, and quarters, and agree to serve the Govt of Hong Kong, for 5 years.
