The Harbour is land-locked and in a most important position in the China sea.
Without troubling you further beyond saying that Port Arthur will be connected by Railway to Moscow and with all the Railways of Russia, and the drilling of Chinese in the Russian language by Russian Officers, combined with the Russian protectorate of Corea will prove grave difficulties in the future.
