Convection with "Public Gambling" it has been my duty to deal with. I was selected from the London Metropolitan Police, in March 1867, and after serving in the force from Inspector to Superintendent, I retired in July 1895 as a Deputy Superintendent of Police.

With reference to "Public Gambling" I might say, I was the first officer appointed to investigate the Licensed Gambling Houses in Hong Kong (about 1864 or 1870) and that, after their abolition (in 1872) when it was advisable for the suppression of gambling, the Police were entrusted with this special duty.

I am now 63 years of age, and, I am then, quite fit for further service, I should be glad to be of any service to the Government. I beg to express my willingness to go out at once to Hong Kong without any salary - provided my travelling expenses are paid.
