I am directed to inform you that Mr F. J. Badeley, Deputy Superintendent of Police & Prisons in Hongkong, is now on leave of absence in this country, and that the Governor of Hongkong has asked that he may be given facilities for studying the Police & Fire Administration in Liverpool.

2 The Head Constable of that City has promised to give you all possible facilities for studying in Liverpool Police & Fire Administration & you should accordingly arrange to go there for this purpose, about the third week of next month, as mentioned in your letter under acknowledgement.

3 I am to add that the Prison Commissioners have been asked to give you facilities, while in Liverpool, for studying the construction & uses of the Treadmill.
