Sir,
I am directed by the Comptroller and Auditor General to transmit to you, for the information of the Secretary of State, copy of Query No 22, on the Account of the Treasurer of Hong Kong, for the month of November 1896, together with the enclosures, (in original), received in reply, relating to the payment of a Bonus of $50 to Mr R.H. Craig, Chief Warder in the Victoria Gaol, charged against the Vote for "Gaol Personal Emoluments",
2. As it does not appear, either from the correspondence furnished, or from the Quarterly Returns of "Additions to Established Salaries and Allowances", required by No 247 of the Colonial Office Rules and Regulations, that the payment in question has been specially reported, I am to enquire whether, under the terms of Rule 341 of the same Regulations, it does not require the sanction of the Secretary of State.
