Sir,
I have the honour to inform you that I have selected District Inspector J. A. Howe of the Royal Irish Constabulary for appointment as Inspector in the Hongkong Police Force, on the terms and conditions indicated in my despatch No. 131 of 8 June, and No. 145 of the 21st ultimo.
The Crown Agents have been desired to provide him, on his signing the usual agreement, with a free passage to the Colony by the first convenient Steamer leaving England after the 27th instant.
You will be good enough to give him the necessary appointment when he arrives in the Colony, stating that you appoint him on the conditions embodied in the correspondence with this Department.
I have the honour to be, Sir, Your most obedient humble Servant,
The Officer administering the Government of Hongkong
