Gentlemen,

I am directed by the Secretary of State for the Colonies to inform you that District Inspector Thomas A. Howe (Newport, Co. Mayo), has been selected for appointment for under three years to serve as Capt. Supt. of Police and Supt. of the Prison and the Fire Brigade in Hong Kong.

I am to instruct you, on his signing the usual Agreement, to provide him with a free passage to the Colony, by the first convenient steamer, leaving not later than the 27th instant, such passage to be either second class by P. & O. Steamer, or first class by other Steamer.
