With reference to your letter of the 11th ultimo,
No. Hong Kong 2/4832, I quite understand the method to be
followed to obtain stores for the construction of Barracks paid for by the Colony:- in the instance under
review, as it was most important that the Kowloon Barracks should be speedily completed, I obtained the concurrence of the Colonial Government to depart from the
usual course; this will not be repeated. The result
has been that the building of the barracks has been expedited and that they will be ready for occupation by the
end of the year.
