The reservation of Those rights lands unquestionably was merely temporary and provisional pending a decision upon the scheme of defence upon which would depend the question whether the lands would be required to be kept free from buildings.

This decision has been delayed for considerable time, but the delay does not affect the principle, and it cannot be admitted that the withdrawal of the temporary restriction, now that it has been determined to be unnecessary, Entitles the War Department to have it treated on the same footing of Colonial Military Lands.

Mr. Chamberlain therefore trusts that Lord Lansdowne will now instruct the Foreign Office to concur in the proposal made in the 4th paragraph of the letter from this Department of 30th November last.
