As to incidence of cost, it is proposed to adhere to the arrangements adopted in the past, viz; that the Colony should provide the sites, and pay for the construction of the works at a cost approximately of £22,230, whilst the Imperial Government should provide the armament at a cost, approximately of £43,500.

It may be added that there are various new services of the nature of Barracks, or for the completion of existing Defences, which will have to be executed at Hong Kong. But as these were not included in the Barrack Scheme entered into with the Colony, the Secretary of State for War does not propose now to raise a claim in respect of them.

The Services in Question will, it is estimated, cost some £11,500.
