In compliance with the request contained in your letter of the 7th instant, I am directed to transmit to you, to be laid before Mr Secretary Chamberlain, the accompanying copy of a Certificate signed by Mr E.R. Williams, M.R.C.S., the Medical Officer of Carmarthen Prison, expressing the opinion that Mr H.F. Watson of the Hong Kong Government Service requires the extension of leave for which he has applied.
