I have the honour to state that when I wrote my Certificate as to Mr Brass' fitness for duty in Hong Kong on 18 March, that officer was in robust health and free from any signs of disease. Moreover, he was notably one of our smartest and healthiest warders. He certainly had no evidence then of Eye disease, and he was as fit as any man on the Staff for the duty he chose to take up.
