Count Okuma replied that his opinion on this question remained unchanged. He still was prepared to consider each question of this kind that might arise on its merits. The case of Thomas Troak appeared to him to be a trivial one as far as he was able to judge, but in the event of a case occurring in which a refusal to comply with a request for rendition would create an embarrassment to Her Majesty's Government or to one of the Colonies, he was quite prepared to take it into consideration.
