In obedience to the instructions contained in Your Lordship's despatch No. 14, Confidential of this series I expressed to-day to Count Okuma the regret of Her Majesty's Government at the decision notified by His Excellency of the inability of the Imperial Government to comply with my request for the rendition of the fugitive offender Thomas Troak in June last, having regard to His Excellency's previous views on the subject as reported by Sir Ernest Satow in his despatch No. 1, Treaty, of January 8th last, and I reminded His Excellency that on the 7th of January he had stated to Sir Ernest Satow that he saw no objection to acting on the same plan as hitherto of dealing with such cases as might arise on the grounds of international comity.
