With reference to my despatch marked "Special" of the 24th ultimo, on the subject of the arrangement concluded with the Formosan Govt. General to purchase the opium stocks of foreigners in South Formosa, I have now the honour to report that delivery has been taken by the Government of all the opium in question and that Drafts (on the Nutsui Bussan Kaisha) of which particulars are appended, have this day been handed, through me, to the merchants concerned, who gave the necessary receipts therefor in my presence.
The Govt. General are also taking over the stocks held by foreigners in the Northern Port - about 40 chests, I believe, upon the basis arranged for holders in the South.
