Article XII.
Supplementary Regulations.
As convenience may require the
Island may be divided into districts and the regu-
lations for the sale of refined and powdered opium
prescribed by this ordinance, and the issue of li-
censes may be put into operation in each district
in turn.
Article XIII.
Notwithstanding this ordinance
shall have come into force, the following rules shall
be observed so long as the licenses prescribed by
the ordinance shall not have been issued.
1.
Only those hitherto in the habit of
smoking opium may purchase or own prepared
opium and smoking apparatus, or smoke
opium.
2.
Those hitherto engaged in the manu-
facture and sale, or dealing in opium and
opium smoking apparatus may continue their
occupation.
3.
Those whose business has hitherto been
to keep opium smoking establishments, may
continue
