This however, will be limited to apothecaries
and druggists.
Article V. Medical practitioners, apothecaries,
druggists and chemists only are permitted to possess,
buy, sell, deliver or receive powdered opium without
obtaining a license.
Article VI. Those obtaining licenses under
Articles III and IV must pay the fees for such li-
censes; the amount of such fees will be fixed by
official notification.
