I have the honour to forward translation
of a set of regulations promulgated by the Governor
General of Formosa for the retail opium trade in
that island. Their principal feature is contained
in Article III which confines the consumption of
opium to such persons ea ere recognized to have con-
tracted the opium habit and are in possession of a
license to smoke.
Mr. Griffithe writing from Amping on the 30th
of December reported that there remained then in the
hands of four British firms 116 chouts of raw opium.
Negotiations have boen going on for some time past
for the sale of this stock to the Japanese Authorities
and I hope it may eventually be arranged to tne
satisfaction of the holders. I spoke unofficially
in this sense to the Minister for Foreign Affairs on
