Jm to inform Marquess of Salisbury that the only objection to such a proposal, from the point of view of the Colony of Hongkong, appears to be that it might lead the Chinese to ask for a similar Agreement, & to demand a relaxation of the conditions, which it has hitherto been considered necessary to impose in the case of the surrender of Chinese fugitive criminals.

Decem doubtful whether the Japanese Govt would be likely to accept such a limited arrangement, and therefore under all the circumstances there would hardly be any advantage in proposing it, seeing that an Extradition Treaty may be negotiated as soon as the extraterritorial jurisdiction comes to an end in less than two years' time.
