Granted in 1889 and 1891. In these two instances the Imperial Government arrested the accused persons at the request of Hong Kong, and subsequently upon production of the necessary evidence delivered them for rendition to the Hong Kong Authorities. In November 1895 a similar application was made by Sir Ernest Satow and was at once acceded to by your Excellency's predecessor. On that occasion, however, the non-arrival in Japan of the fugitive offender in question obviated the necessity for any further proceedings.

I have now the honour to inquire whether your Excellency's government are willing in the treatment of this case to follow the precedents which I have named, and give instructions for the arrest of the accused person wherever he may be found, and his rendition for delivery, upon production of the necessary evidence to the duly authorised officer who will be sent from Hong Kong to receive him.
