On the 29th ultimo I received a telegram from Her Majesty's Consul at Nagasaki informing me that the Chief of Police at Hongkong had requested him to arrest Thomas Troak, charged with grievous assault, who was supposed to be on the "Tokio Maru", bound for Japan and adding that the warrant for his arrest had been issued.
Bearing in mind previous cases in which, in spite of the absence of any understanding between Her Majesty's Government and that of Japan on the subject of the rendition of fugitive offenders, the Japanese Government has been willing to comply with a request on the part of Her Majesty's Minister to that effect, I conceived that I might again appeal
