I am directed by the Marquess of Salisbury to

transmit to you, to be laid before Mr. Secretary

Chamberlain, the accompanying copies of correspondence,

as marked in the margin, relative to the surrender of

fugitive offenders between Hong Kong and Japan.

I am to enquire whether Mr. Chamberlain would

be disposed to concur in offering to Japan, pending

the cessation of British exterritorial jurisdiction in

Japan and conclusion of an Extradition Treaty with that

Country, a Rendition Agreement limited to the sur-

render by Her Majesty's Government of Japanese sub-

jects, fugitives from justice found in Hong Kong,

and the surrender to Her Majesty's Government of

British Subjects including natives of Hong Kong

fugitives from justice found in Japan.
