The two prints attached show that many legal & political technicalities were considered by Lord Rosebery last year in 1893 & by Lord Salisbury to stand in the way of a regular Extraditing Treaty with Japan, the chief obstacle being the existence of British Exterritorial jurisdiction in Japan.
