I am directed by the Secretary of State for Foreign Affairs to transmit to you, to be laid before the Secretary of State for the Colonies, the accompanying copy of a despatch from Her Majesty's minister at Peking enclosing a report by H. H. Fraser, late Her Majesty's Acting Consul at Canton on a voyage he made to Wuchou on the West River on board the Ship "Tweed".
