I have the honour to report that information having been received that bubonic plague exists in the neighbourhood of Swatow, in China, I have at the request of the Siamese Government, thought proper to issue the inclosed Regulation, as a matter of urgency, as provided for in Article 84 section 6 of the Siam Order in Council 1889, in order to prevent the introduction of the disease into Bangkok by passengers entering the port in British vessels.
