"In returning the enclosed letter of 15th August last, I am directed by the Secretary of State for the Colonies to instruct you to issue, on account of the Colony of Hongkong, as it may become due, a pension at the rate of $1620 per annum, from the 15th of August last inclusive, to Dr. E. J.
