Referring to your letter of the 20th August No. 17821.
I have the honour to transmit to you, for the information of the Secretary of State, copy of the Agreement into which we have entered on behalf of the Government of Hong Kong with Messrs Morgan, Faherty & N. Lauront on their appointment as Police Constables.
A passage has been provided for them in the steamship "Rome" from London.
The remaining five of these men appointed to leave England for that Colony on the 5th prox will not leave for some weeks.
A copy of the Agreement has been forwarded to the Colonial Government.
