With reference to your letter of the 21st July

relative to the proposed New Government Offices at Hong Kong

the Sept: 1897. I have now the honour to enclose a copy of a report by our

Consulting Architects, Messrs Aston Webb & Ingress Bell on

the designs and arrangements generally.

In view of this report the general arrangement of

the buildings should be further carefully considered in the

Colony, and we would suggest that, should the Government

decide to adopt the suggestions of Messrs Webb & Bell,

nothing more than outline or sketch plans should in the

first instance be prepared. These should show clearly the

general arrangements proposed, but should not give details

or be highly finished up. They should be again referred to

the Consulting Architects before any details are proceeded

with.

The plans and other original papers received with

your letter are returned herewith.
