In reply to your letter No.21453/96 of the 23rd October 1896 requesting us to engage two Inspectors of Nuisances for Hong Kong, I have the honour to forward a copy of a letter from Mr Osbert Chadwick from which it appears that qualified men cannot be had for the salary offered, which scarcely equals that which they would command at home. Mr Chadwick's view that it would be preferable to send out one thoroughly competent man on double the salary appears to us sound, so far as we are in a position to judge.
