In continuation of our letter of the 24th ultimo, I have the honour to inform you that the undermentioned men have been engaged by us for service in the Police Force of Hong Kong, viz:

(1) James McVicar

(2) George Sim.

These men have signed the usual agreement, a copy of which was enclosed in our letter above quoted, and they have been provided with passages to Hong Kong by the S.S. "Glenavon" leaving London about the 24th instant.

This completes the number of constables required for service in Hong Kong.

We have been unable to obtain all the men from the Glasgow Police as desired by the Colonial Government, so were obliged to go to the Edinburgh Police Force for one man to complete the number required.

I have the honour to be, Sir, Your obedient Servant,

Malcolm

The Under Secretary of State
