In drafting on the Hongkong Estimates nove parade of (27312) we refused to sanction any increases of Salary, except those previously sanctioned, on the ground that the Colony simply could not afford them.

that in view of the present position of the finances of the Colony as shown in the Estimates the Secretary of State regrets that he does not feel himself justified in sanctioning the increase of Mr Figg's Salary at the present time but adds that he will be glad to reconsider
