At the same time, the opportunity has been taken of removing all doubt as to the effect of Ordinance No. 12 of 1894 upon section 4 of Ordinance No. 13 of 1891; for an Ordinance repealing a repealing or amending Ordinance, does not, in the absence of express provision, revive the Ordinance so repealed, or reinstate words struck out by the amending Ordinance. (see Ordinance No.3 of 1895).
