the object of which is to increase the efficiency of the teaching staff of Queen's College by decreasing the existing disproportion between the English and Chinese elements.

I should add that it is proposed to employ masters of the 2nd grade chiefly in the instruction of the lower school, and to make promotion to the 1st grade entirely dependent on individual merit.
