At present drawing Salaries of $243 (salary $2550 each with allowances) & the other with allowances about $2300 with allowances.

When the new system is properly in form at work there will be (besides the Second master) three first Grade masters with $2500 a year each (as before) four with $1800 as against three aggregating $7300.

There will therefore apparently be a slight saving & no great increase of Expenditure in the long run, although this will not be extra Expenditure if one of them is to be extra Expenditure the Chinese master does not resign.

However considering that Dr. Wright the governing body are in accord over the new scheme I think we fairly need not object to the present increase in Expenditure.

Mr. Chamberlain has not reported his assent to Mr. Ralph's forwarding the receipt of Dr. Wright's qualifications called for by Despatch 22137.

Mr. Chamberlain would be glad to receive that report on the local Government.

It should all I think be pointed out either in Despatch or perhaps better privately that Dr. Wright should not communicate in any way with the Authorities at home.

When, as in the present case, the governing Body are agreed upon a question of administration, I take it as a general rule that we need not interfere unless there is something in the matter any question of overriding of expenditure.
